Functions of Union Parishad
Sections 30, 31, 32 and 33 of the Local Government (Union Council) Ordinance, 1983 deal with the functions of the Union Council. The functions of Union Parishad are mainly divided into five parts. Union Parishad works in municipal, police and security, revenue and administration, development and poverty alleviation and justice in the union area.

Municipal functions


Section 30 of the Local Government (Union Council) Ordinance, 1983 deals with municipal works. Municipal functions are divided into mandatory and optional functions. However, in addition to these functions, the government can order all or specific union councils to perform different duties. The government can assign responsibility to the Union Parishad through any other law in force. Union Parishad has 10 compulsory tasks and 38 optional tasks.

 

Mandatory functions

Maintains law and order and assists administration in this regard.
Takes various measures to curb crime, disorder and smuggling.
It carries out activities such as agriculture, plantation, fisheries and animal husbandry, health, cottage industry, irrigation, communication etc.
Facilitates family planning activities.
Develop local resources and ensure their utilization.


  • Protects public property like roads, bridges, culverts, dams, canals, telephones, electricity etc.

    Reviews the development activities of other organizations at the Union level and makes recommendations in this regard to the Upazila Nirbahi Officer if necessary.

    Encourages people to use sanitary latrines.

    Registers births and deaths, blind, beggars and destitutes.

    Conducts all types of census.

Optional functions


The Union Parishad arranges and maintains roads and highways.

Provision and maintenance of public spaces, open spaces, parks and playgrounds.

Provides lighting on public roads, highways and public places.

Planting and conservation of trees in general and specially planting and protecting trees on roads, highways and public places.

Maintains and manages cemeteries, cremation grounds, public meeting places and other public properties.

  • Arranges and maintains tourist accommodation.

    Controls public roads, highways and public places and prevents unauthorized entry into those places.

       Stop and control emissions on public roads, streets, designated areas.

    Undertakes supervision of rivers, forests etc., development of sanitary system and other measures for the cleanliness of the Union.

    Collects and removes dung and rastma garbage.

    Regulates criminal and dangerous businesses.

  • Removes and controls dead animal bodies.

    Regulates animal slaughter.

    Regulates construction and remodeling of buildings in the Union.

    Controls dangerous buildings and structures.

    Maintains and maintains wells, water mills, reservoirs, ponds and other water supply works.

    Takes measures to purify drinking water sources and prevent contamination.

    Prohibition of use of water from wells, ponds or other places of water supply suspected to be injurious to public health.

    Helping widows, orphans, poor and distressed people.

    Works on industrial and social development, cooperative movement and development of rural industries and encourages people to participate in these fields.
    Adopts additional food production measures.
    Works on environmental management.
    Provides control and maintenance of cattle rust.

    Provides libraries and libraries.
    Promotes co-operation with other organizations engaged in similar activities to the Union Parishad.
    Assists in the development of education under the direction of the District Commissioner.
    Takes other measures necessary for the safety, comfort or convenience of residents or visitors of the Union.

 

Union Parishad performs 4 social, economic and developmental responsibilities under municipal and development work. Namely:

The development of Rastmaghat at the village level is the responsibility of the Union Parishad. Union Parishad constructs and preserves rastma, pool, culvert for movement and taking produce to the market. The Union Parishad took the initiative to provide electric lights along Rastma for the convenience of people's movement. Union Parishad planted trees on both sides of Rastma and in this regard

  • Encourages people. The Union Parishad will communicate with the Upazila Agriculture Officer or related organizations so that the villagers can buy saplings of different varieties of trees. The Union Parishad encouraged people about the benefits of planting cash fruits and medicinal trees.

 

Education, Agriculture, Health and Family Welfare
The Union Parishad carries out the responsibilities assigned to improve the management of village primary schools, encourage eligible children to go to school and implement various educational programs of the government. Union Parishad on the basis of actual survey for agricultural development and food crop production and bringing more land under cultivation and surplus in cultivated land

Drinking water supply
Provision of clean drinking water is one of the responsibilities of the Union Parishad. For this, the Union Parishad excavates, re-excavates and preserves wells, ponds, ponds, etc. and ensures that the water is not polluted by any other use.

Culture and Social Welfare

Apart from developmental work, the Union Parishad does some cultural and social welfare work. One of these is the establishment of a library. The Union Parishad established a library in the Union Complex. Provides night school for adults. Union Parishad is responsible for celebrating national festival days, organizing fairs and exhibitions, organizing sports and sports competitions, arranging grounds and gardens for entertainment.

    The Government, by Gazette Notification, establishes village police forces in rural areas and regulates their recruitment, training and discipline and their conditions of service. Part II of the First Schedule to the Ordinance specifies the powers and duties of the Village Police Force.

One of the responsibilities of the Union Parishad is to ensure the safety of the rural people and their property. Each Union Parishad appoints Mohalladar and Daphadar to fulfill this duty. The function of Mohalladars and Dafadars is to maintain vigilance in the villages and Mohallas of the Union and to assist the police as much as possible in suppressing crime.

 

In addition to performing its own duties, the Union Parishad:

Assists in revenue and general administrative work.
Assists revenue and officials and general administration in collection of revenue or land development tax. Assists in conducting revenue and administration of the Union, preparation of revenue collection records and assessment lists, surveys or crop inspections as directed by the District Commissioner


Development and Poverty Alleviation

Union Parishad is the focal point of village development. The Union Parishad adopts development plans for the improvement of agriculture and cottage industries and the expansion of the cooperative movement and the increase of forest, animal and fishery resources.
